What is a DOT SAP?
DOT SAP Guide
(Substance Abuse Professional)?
The DOT SAP also plays an important role in promoting transportation safety by ensuring that employees receive the appropriate guidance and support after a drug or alcohol violation. Through professional assessments, personalized recommendations, and follow-up evaluations, the SAP helps employees understand their responsibilities and complete the necessary steps before returning to safety-sensitive duties. This process ensures compliance with federal DOT regulations while giving employees an opportunity to rebuild their careers and demonstrate their commitment to a safe and drug-free workplace.
What a SAP does
Conducts a comprehensive face-to-face clinical assessment
Recommends education, treatment or both
Confirms you have followed the recommendations
Provides a follow-up evaluation and a written report to your employer
Sets a follow-up testing plan after you return to duty
Who can be a SAP?
Under DOT rules (49 CFR Part 40), a SAP must hold one of these credentials: licensed physician (MD or DO), licensed or certified social worker, licensed or certified psychologist, licensed or certified employee assistance professional, or a drug and alcohol counselor certified by an organization recognized by DOT. SAPs must also complete qualification training, pass an examination and keep up continuing education.
Why it matters
Without a SAP evaluation and a completed return-to-duty process, you cannot legally perform safety-sensitive functions for a DOT-regulated employer.
What a SAP does not do
A SAP is not your employer and does not decide whether you are rehired. The SAP determines whether you have met the requirements; the employer decides whether to return you to duty.
